
Service Areas
During the December storm, many vehicles became stuck and required rescue. Procedures for dealing with stranded vehicles are being reviewed to ensure they are effective in future storms. For example, a new system is being introduced in the Paratransit fleet that automatically detects and maps out the locations of immobile vehicles to facilitate a coordinated inter-Agency response. Also, a new Towing Service for New York NY task force is being established that will allow the MTA to share resources with local municipalities and expedite vehicle retrieval and recovery.
Throughout the storm, the MTA Agencies were effective in mobilizing storm fighting resources and establishing a framework for decision making. Some strengths included the early activation of situation rooms, proactive customer communications about service disruptions and the use of a multi-agency approach to customer outreach. Deficiencies included instances when preemptive service curtailment was not effectively implemented and difficulties managing customers who were unable to travel due to snow conditions. In addition, bus operations that blocked roadways hindered street plowing and delayed resumption of services.
Vehicle Types
The state of New York allows for vanity (or special registration) plates, with combinations featuring up to six letters and three digits. A dash cannot be interspersed with the letters and can only separate digits. Non-passenger plates are also available, including plates for commercial vehicles, motorcycles, and trailers.
Unlike most states, which encode the county of registration into the selection of serial numbers, New York has not done so on standard-issue passenger plates. However, the county name is encoded into the letter blocks on the 1973-86 orange base, in combinations that correspond to communities, companies, or colleges/universities within each county.
The first Empire State base, introduced in 2001, featured a design depicting Niagara Falls, the Adirondack Mountains, and the New York City skyline, including the Empire State Building. In contrast to the previous Liberty plates, which had embossed serial formats, all of the standard and many of the vanity and specialty license plate combinations on the Empire Gold base are screened.
